Which court has jurisdiction in a particular case must be decided on various grounds and not be determined merely by which court heard the matter first.
U.S. federal courts have jurisdiction based on the subject matter (if there is a federal law involved) and based on diversity of citizenship (if the parties are from different states and the dispute is over more than $75,000)
(2) the geographic area over which the court has authority to decide cases and so, by extension, a region marked off for administrative or other purposes.
It is a felony in this jurisdiction to pack a parachute while under the influence of alcohol.
If, in fact, people are being moved from a jurisdiction where torture is illegal to a jurisdiction where torture is permissible, that seems to me to be wholly contrary to international law.
